Comprehension of HIPAA Security Standards for Strengthening PACS Security

Abstract
Transmission and exchange of medical imaging information using both PACS and Internet has become easier and popular. Cooperative medical examination and treatment among medical institutes have grown with the increase of PACS as well as the rapid distribution and expansion of high-speed Internet and broadband. Various medical examination and treatment applications through Web-PACS have also been developed, such as external access to patients¡¯medical imaging information, tele-radiology service and exchanges of medical imaging information among medical institutes. However, national standards for concrete security which PACS should consider under Web-PACS environment have yet to be provided. Furthermore, as the demands for Web-PACS rapidly increase as it assumes expansion of its functions for anywhere access regardless of the regional limit of medical institutes, assessment of the security functions for PACS is essential. This study examined the terminologies of the HIPAA Security Standards enacted in 1996 and the factors affecting domestic PACS security functions classified into administrative safeguards, physicalsafeguards and technical safeguards based on international standards. Regarding the proposed PACS security factors, they can be used to increase the utilization of Web-PACS in securing safety and performance with regular security checks, performing their own security performance assessment for PACS manufacturers. It would also play an important role in enhancing the security stability of PACS and wider distribution of PACS to medium and small size clinics and hospitals with the activation of ASP(application service provider) type Web-PACS.
